I want it high off the head in the back and a long flowing back maybe with a few strands coming off.

The oddity I want to add is that it's bound/tied at both ends: at the top of the head like normal and then also at the bottom of the hair.

Like when you make a braided pigtail/plait: you generally tie it off at your head and then at the bottom when you're done. Same idea here, only no braid in the middle.

I'm generally easy going with shape/length/and which side you want it on - the only real guidelines I'm going to set are: 1) you can have it straight or wavy, just not curly/fluffy and 2) other than the bangs & anything on the face portion of the avatar, I don't want any other part of the hair or tail to go over the base. It becomes a nightmare for layering with gowns and jewelry. Some strands and bangs over the face are fine as long as they don't hang over onto the shoulder. And the ponytail itself should be behind or on the side of the HA for sure

I'll want 2 versions of it; the 2nd version will add a little extra detail to it, but for now a basic one like this is fine.

Well, based on what I've been paying I see wigs in a range of 1400-2800 CSC depending on complexity and which artist is it (some of the most popular charge even more). It also includes a copy of the wig for the artist too.

And recolors generally go around 500-700 CSC + copy of the item for each, more depending on complexity and changes made.

I'm good with something in that range

Er, what exactly do you mean by two tone? :x Like a orange-to-gold fade, or gold with orange highlights, or streaks...?
