A few changes and fixes to forum groups!

1. You can now mute ping notifications for any group you're a member of from the group's page. This will only turn off the events, any group pings will still show up in your ping history.
2. Demoting a forum group admin now works.
3. Forum group owners can now transfer ownership to another group admin.
4. Group pings now work correctly on topics with an apostrophe in the title.
5. Pinging multiple groups in the same post now works.

Yay for turning off group pings!

On a side note, my ping history gives me a blank page. ;)

The only thing loading for me is the autumn theme backgrounds and headers and my sidebar/widgets.
