So, I'm curious because I could just be totally blind, but other than trades is there a way to send a user sP/CSC? Or does it have to be done through trades? I ask because I'm an artist and I'm offering commissions, and I'm wondering if I would have to throw a totally random item up in a trade and then have someone trade me the correct amount of sP for their commission, or if there's an easier way to do so.

There are ways to send sp and csc in the form of items but the way you have described - junk item in a trade and getting the sp/csc offered on - is the easy way.
