That's his Morostide costume! c: Quite a few NPCs have them, including most (maybe all?) of the quest givers c:

he's just dressed like that for morostide. most of the other quests NPCs have different outfits too! :)

you need to upload the image to any image hosting site. i personally use imgur.com. then you use the url it gives you once the image is uploaded.
