I've completed the steps where I searched for all the clues upstairs,looked at the paper and searched all the rooms.I've repeated the steps several times now,and I never get sent back to Ian.Instead, I end up back in the room where the note was found,click on the arrow,which sends me back to the upstairs hall.There isn't anything to click to go back downstairs.What should I do?

I am having similar issues :( I have found the paper but there is no option to give it to Ian. When i go downstairs to him i just have 'Rude. Ian is obviously hiding something. You decide to explore Skelly Manor.' I can't go any further :

Same here, I went back into every room clicked on every declamation pint, replayed every animation and nothing. I even went to the lab to confront Ian there, bat all he did was make a snarky comment about my zapp skin.... The header still claims I haven't been to the mansion yet!

[Edit] Figured it out! there are TWO locked doors at the very end of the upstairs hall, beyond the stairs that take you back to Ian. One has only one clue the other two clues and an animation. Once you've clicked the clues and animations in all eight rooms, Ian will talk to you again!

Nope, doesn't work for me :| I have clicked every clue in all 8 rooms, including 2 at end.

Have you gone back and checked them again? Some rooms have a lot of clues, I've seen a lot of people with that issue go back and make sure and it turns out they missed one somewhere

Oh my, I was going round and round in circles and finally he spoke to me, don't know how many times I clicked clues but i had not done them in the right order it seemed. Finally he spoke to me!!
