How many times do you need to create things to get to the level where you can create wearables?

I'm pretty sure you can always create wearables? I never had an issue with it and I have no idea what level I might be on (I'd check but, not a zombie). Are you using the right combinations?

It only shows my items as being the tinctures and tokens not the layer cards. So that's why I was thinking I needed to create lots of items and be a certain level to make wearables.

That was a glitch awhile back, that might not have been fixed? Have you selected a token first? The layer cards don't show unless you choose a wearable token.
