I know in other buy our stuff get an extra things deals I have gotten them outside of the time of announcement of special offer, but don't know if this is a general thing or not. If it were me and I really wanted that thing, I'd file a Ticket in Help to be sure.

Yes, in order to get the bonus, you have to have purchased the items directly from the Cash Shop. If you're buying the things from other users, then they may have gotten the Overstuffed, in which case you could buy it from them?
