I think I am just missing something but what specifically do I need to do to gain access to them?

You need the entire Uncharted Lands Map (nine pieces in all) then you turn it in at the Treasure Map section (under Chance) in the game room.

Currently the only way to get them is from a random event or buying them from other users.
