I was just sorting through my Collections gallery and noticed that I have Shinwas Bracelet Shard in there. Am I supposed to have it? I didn't think it was an actual item.

Yes, the bracelet pieces are actual items. If for some reason you don't go back to see Shinwa after you've earned one, you can keep it. Then the quest resets the next day you play.
