Does anyone know if there are any I can use as wearables? Is there a list that I can look up?

There is a List of Tribute Items, I don't know if there are Sailor Moon Tribute items on it though since I didn't look through all the categories.

most are CWs, also all but a few are private. All are hard to come by lately.

I was afraid that what said would be true so I didn't say anything. But there are some sailor items from Freyalise and from Peka Boo (use them as a notes term in Subetalodge to see what I mean) that you can layer with white blouses and short skirts, so all that would be left would be to find some nice ribbons, cute stockings and shoes you can stand.

I know that there were Sailor Moon outfits in previous (not necessarily the Peka-Boo) costume contests, so if you can find the links to these you might find some HAs with ideas for this.

I can't help you much with specific tribute items, but you can kind of piece something close together with site items.

+ recolors + recolors + recolors, they're a little dark but they have the right shape which is a bonus. it's not pure white but it works really well for the bodice, it has the right shape at the bottom too (and it works really well with the Steampunk Ruffled Skirts) + recolors

There are lots of long white gloves, if you look through All Clothing in the wardrobe and just search "glove" you can scan through and find a few options. I'm sure you can find the right shoes/boots for the sailor scout you're going for, I don't have an example because I was looking specifically for Sailor Mars and all my decent red shoes are CWs :P

Oh, and there's + recolors, but they sit a little high and also don't completely cover the ties from the Sailor Collars, but it might work with some clever layering
