So in the Gardens at Veeta Lake, I planted a seed. I watered it and it said I could water it in 23 hours... do I have to come back exactly then or is it just tomorrow?

The closer to 23 hours the better, since if you do leave it for too long, it will die... but it won't die at like... 26 hours from now or anything, there is a window of time. :)

it's been a long time since I've grown something, but last time I did you could be as late as 23 hours AFTER that 23 hours. This means if you often only need to water your plant twice in the three days it takes to grow.
