Is there a place where we can create one?

There is an off-site avatar creator, So Fetch. You can create an account and save your avatar creations. Many of the images are broken though.

You could also try using the "All Clothing on Subeta" option in the Wardrobe, but this can be slow to load. I find that choosing a layer after the All Clothing option helps it load a bit faster.
