I was wondering if it's still possible to make a pet Hydrus, or if that could only be done during the event it was involved in. If so, how do you go about doing this? most pet colors seem to be simple enough as you just take an elixir or potion, but this one has me scratching my head.

You can make a Hydrus pet on Omen Islands if you have completed the Uncharted Map.

@ SEA Thank you! I was wondering about that, the only information I could find mentioned the uncharted map but only the first piece? Guess I better go get started.

The pieces are in the format of 'Uncharted Land Map Piece ' and go from 1 to 9. :)
