So I'm thinking about creating my own cws but I have pretty much 0csc with me. Does it cost CSC to approve the item? If so, how to I convince my customers that I'll need their payment before I can make anything? The last thing I want to do is come off as a scammer.

Once you submit your item you get a page where you can assign slots to people and choose how much each slot costs. Then everyone submits their csc on that page and once all the CSC is submitted and the item is approved, the items will be given out to the slot holders. That way you don't have to collect any CSC yourself. I haven't made any CWs so I can't be of more help with the details. But there's an announcement about the new system here which it explains it all. :)

You make the item, and get people to buy slots (without giving YOU the csc). Then, when you have the item ready to submit, you put their names down on the list, like said. Then everyone waits for it to be approved or denied. And if it's denied, you fix the issues, and resubmit, going through the same process again, I believe, until it's done.
