So :( the loan company hasn't replied because they suck so I thought I'd ask the Subeta Community!

I am applying for the Discover Student Loan and I've received a Merit Scholarship from my college and they want to know how much I'm requesting. Their policy says that "Up to the total cost of attendance minus other financial aid received" do I apply for what it would cost me overall WITHOUT any financial aid and then they go back and forth with the school? Or do I do this every year?

Also should I wait for my college bill to come or should I do the math now and apply?

You will probably do it every year because you may have different needs each year. If you can you might as well wait for your bill. It'd probably be best to call your university or loan provider than Subeta though!

None of them are answering and I've tried to reach the loan provider for over an hour.
