I am wondering, I had put the entire range of books for the series "The Book of the Rose Fairy, The Book of the Narcissus Fairy etc" into my cart back when they were still available. However now that it is retired, I still have them in my cash shop cart (just a little lazy to clear it xP), if I tried to purchase them, will they even be purchased, or would that be against the rules?

I don't think it would actually allow you to purchase them...

if you look at the first post in this, writes that she bought "11 retired boutique items that have been chillin' in my cart forever". so i'd say yes its possible.
