I saw it in the cash shop and when I hover over it, it just shows a plain HA. Is this a glitch or is it really a wearable?

Sometimes people use the and they still want an outline or something. Or sometimes they just want to "bold" their HA /shrug I dont use it much myself.

In particular, if you're a zombie and have bits sticking out, using to cover them up is pretty common. However, the whiteout item doesn't leave a smooth edge around the avatar, so the artist's pencil puts it back.

Okay, Thank you :) That would make sence too lol. I didn't even know the white out existed either xD

Like the artist pencil, it has a pretty limited range of use, but for normal HAs it can be useful to smooth out bits of clothing that stick out from under one another, things like that.
