here account was hacked two augusts ago and she is wondering how to go about this. would it be possible to create a new account to report the old username? we both know that multiple accounts are against the rules so that's why i am asking.

I'm not actually sure about that. The only thing I can think of is to file a ticket yourself and I'm sure staff could better advise you :)
