Are shops restocking items?

I'm currently in SubQ, and it says it's restocking but no items are showing up, unless for the past two hours I've missed every single restock >D

There's snow stopping

I've restocked plenty of things out of that shop and other shops for the past few mins. :D It seems to be working fine.
