When does it restock, if ever?

the token shop restocks randomly and when there is a restock, it will be announced in the news in a post such as this one.

Randomly and rarely.

When new items are released, there's usually a news post about it, then the item will restock a few times that day. Potion restocks and large restocks of older items can take months at a time.

Also, a word of advice: when stuff stocks in the Token Shop, it sells very fast, usually within just a couple minutes. So it's a good idea to keep some tokens locked in your inventory for when restocks pop up.
