Are they still in the cash shop? I want a 10k one but I just went through the cash shop and didn't even see the normal ones. :(

Next to every user banner above the forums it says "Create Ad". If you click that you can make a billboard.

Actually unless they've changed it since you're not a GA user you'll have to refresh until you get a user ad, and then it will have a link.

When I was non-GA outside ads didn't have a link (other than Project Wonderful, but that would be a Project Wonderful ad, not a Subeta Billboard).
