I thought that you got them in the cash shop, but I dont see them in there and theres none in the user shops...

On the side of the billboards, there's a link that says "Create Ad". :)

It's no longer an item. Instead, you buy the impressions. Click the "Create Ad" at the top of the page, to the right of the billboard.
