Nope. It goes by your achievements. If you have certain/enough wardrobe achievements, you'll be eligible to show up there. Although I have no idea what the exact requirements are.

I believe you also have to have a certain number of wearables on your HA, but I could be mistaken.

It was for the longest time. Until people complained about naked zombies showing up there constantly, so changed it up to have requirements.
