Can anyone tell me if this item use to be around or not with a offical price of 0 i think not just wonder was they every put into circulation ???

If you look in the upper right hand corner of the item image you'll see a small star. These are custom wearables. You can sometimes buy them in the custom wearable section of the cash shop. Also this probably should have been posted in the help section :)

And an addition, some site items have an official price of 0. I'm not sure all event shop items have their prices listed (I believe Menagerie/Lounge items do, for example but I'm not sure about other events), Token Shop and BHH items have official prices of 0 as well.
