Looks like a new buff that you get randomly by dancing! Sort of like the fast pass with trick or treating. I got one too! So happy that they're taking all of our suggestions on board!

It's just been bought back - I've gotten it a couple times before in previous Masquerades but it's completely random and there's no event to tell you that you have it (which is super lame.)

always try to dance again with your previous partner right away. That way you can tell if you got the buff right away and not waste any of it.

Is that why my dancing's been reduced to like 2 minutes?

Seems like it! My dances were around 2 mins (sometimes even under!)
