the little star next to it means it's a CW (custom wear) item. That means it's been made by a user, and accepted by the subeta staff, so other users can wear the item on their HA. It does not restock. However, if you can find the original creator, or the person who commissioned the artist and is selling the wear, they may be re-releasing or have some up for sale.

You might try politely commenting them and asking if they know who originally sold it off, and you can go from there (:
