There are no sheep makeup kits in the shops but I see people with them everywhere! Where do you get them?

You can get it from opening a Morostide Makeup Case which is a chance item though. :]

Getting one is random, it's not automatic, it's a chance bag item.

They come from the Morostide Makeup Case (but which kit you get is random so the odds of getting a specific one is VERY low). Like all cover-up items, they were much cheaper before the zombie event started (though still costing millions); probably when the event is over and loads of people start to cure, there will be a few more in shops again.
