I read through the rules and FAQ, but I'm still unclear about this. Am I allowed to commission someone offsite/from another pet site for art of my subeta pet?

For instance: Artist has an account on Petsite and dA, and I pay them 2000 Petsite points to draw my pet on -this- site. Is that allowed? Does it make a difference if they also have an account on subeta?
