A friend of mine sent me a Pastry Box but didn't get the "Pastry Delivery Achievement". It doesn't say it's retired. Are we doing something wrong?

The pastry boxes were part of the plot last year, I don't think you'll be able to get them now (if ever again).

I know it was last years plot but we have a pastry box and the achievement doesn't say retired.

Aside from it being retired, I believe to get that achievement, you'd have to talk to Skitters after you deliver the pastry box to let him know you did it. Since you can't do that anymore, you can't get that achievement anymore
