If you buy the whole boutique set from the cash shop versus buying the individual prices, do you get bobbleheads for each of the pieces?

You are correct. You only get one bobblehead when you buy the entire Boutique set package.

And personally, I think it's a nice trade-off with the way it works now. You do indeed get less bobbleheads, but you get save more CSC, which in turn you could spend on OLL to get some more bobbles.
