Are the Luminaire Achievements supposed to be available during months other than December?

I unlocked the achievement Throw a Snowball 10/250 while throwing snowballs for the SSS Ambassador plot. The snowball achievement is listed under the Luminaire section. Is this a glitch? And if so, should I file a ticket or post in the glitches & bugs forum, or both?

A somewhat related question: if I want to delete 1000 faeries for the Free all the Fairies achievement, do I have to free them during Luminaire? Or can I free them at any time?
