I got a notification saying "Your fast pass to trick or treating has run out! "

What does this mean? When did this "fast pass" come into existence? Why did I have one?

the RE that announces you've got one running in the first place appears to be buggy. I was paying careful attention to my pages because I had heard people were missing it and I am sure I never got one. I did get to TOT every few minutes, while the buff was working.

A fast pass allows you to trick or treat every few minutes. If you have alerts set up at the end of each TOT, and if you were otherwise around Subeta playing, you did get the benefit of the buff.
