I'm a little out of the loop ;c When did we get the Noktoa?

The Noktoa was released on the 21st of December, followed by the Neela later the same day.

Is the Noktoa available as a common pet to adopt, or do you need a special potion like the Neela Elixir?

It's a common pet - you can just make one, but there are also elixirs for the basic colors if you want to change one of your current pets into one. :)
