I just got my tablet yesterday, installed Photoshop Elements 9, and went to work until 3am. I had this sketch scanned in a while ago, and I decided to outline it and colour it.
So.. my question is, what do you think of it? And, what would you pay in sP for something like it?
It's pretty cute, but the body shape is kind of confusing to me. Don't be offended, but the neck is a strange shape and slightly too elongated. In addition, her left shoulder looks lumpy, but maybe that's the effect that you were going for with the sweater. There are a few other weird things that I see, but that's probably just my personal preference. The shading is also inconsistent, in that you lightly shaded the hair/portion of the face bordering the hair, but the sweater and ice cream cone look flat.
However, for a first-time tablet user, you did pretty well! In addition, It takes a while to get comfortable with using photoshop. As you gradually become accustomed to using your new tablet and doing digital art, you'll improve.

Haha, I wasn't too pleased with the body shape either, don't worry. I personally didn't spend too much time on it, to be honest. Thank you a lot though.

Ah, alright. If you spent more time, it'd have probably looked better. :D Welcome, if you need any more input on anything, feel free to ask me. However, I'm no expert, and I've only just recently taken up digital art myself.
In that picture, you seem to be experimenting with different brushes/shading techniques. It does look better, in that you're shading more nicely. The lines are also a bit smoother, which is always a good thing. Again, the first thing that strikes me is the strange anatomy. Even if it is your chibi-drawing style, the neck is too long, and the shoulders aren't even. In addition, even though you improved your shading, the hair jumps out as being much more complex than the relatively flat hat, which you only used ~3 shades of red to color. With the rest of the drawing being relatively simplistic, the many lines in the hair seem out of place. You should think about your individual shading style, and try to keep the entire piece of art in the same style. That'll make the art look better, imo.
