I keep getting the same random event where Skitters is requesting me to meet him in the graveyard asap, but when I go there and try to enter anywhere, it says ZOMBIES ONLY.

So, how can I meet him, when he keeps chasing me away?

You need to be a zombie in order to meet with Skitters. But seeing as the whole plot is over there's not much time left to do all the steps. You CAN still become infected, but you won't have time to complete the entire plot.
