I've noticed someone has been kissing more often than should be possible. :/ Like more than once in a minute and way too close together. Is there a system or is this just random and should I be filing a ticket about it?

Its probably glitch abuse. Waitinf period is 5-10 minutes, no earlier.

If you're seeing them post on the kissing forums it's possible they're not actually kissing, just cheating others out of their kisses. :/

No, it's in my notifications. :/ I have a board up with a possible prize for 1st and for 2nd place people who kiss the most, that's why I noticed. I was getting a bit suspicious when I kept refreshing to new notifications more often than I should have gotten them with a 5 minute minimum. I've gotten 2 for the same minute several times that I've noticed.

I strongly sugegst reporting it, or else you could be warned/frozen for knowing/associating (Thats what happened to me once, even though I didn't know/notice)

I just did. Hopefully they'll get it soon. Not only would it save me from getting in trouble and giving prizes to a cheater, it also saves me a LOT of notifications if they actually ARE abusing a glitch. -.- I don't see how else I could be getting so many kisses from this person in such short amounts of time. 4 in 10ish minutes is way too many and should be impossible. :/
