Major Drills is a quest for Gold Account users only. He asks you to complete certain tasks, like for example bidding on an auction, scoring a certain amount of points in a game, vending, etc. instead of asking you for items like the other quests.

Major Drills quests can be done by anybody now. I think originally, only GA users could do it cause they were testing it, but it's been open to everyone for quite a while now.
