I keep having a maliss stop by but I can't catch it. Do I have to get something in my inventory to catch it?

You can't capture the malice in that random event.

Unfortunately not. The Maliss is r99 though so you can get it from the lizard event if you're lucky. :P

Does it restock?

It should restock in Minions Market, in the main shops, but being an R99, it won't happen often.
