There's usually a sticky thread or two that give you the guidelines or something, but I haven't found one that helps.

I'm not sure if the artist makes just the art for it so the 'buyer' can then sell it themselves as an actual CW(and from what I can tell by some posts, gets one item of at least the first batch), or Makes the art, and sells the item themselves.

The artist would draw the art, and send it to you (this is what you pay them for). When you submit your CW, most artists would like a copy.
