is the Black Trenchcoat a retired item ??

Hovering over the item gives you its rarity, and in this case when you hover you can see the rarity is listed as 'normal'. Retired is, itself, a separate rarity, so no, it is not retired.

oh becuase i have never seen it in the clothing rack shop.... maybe i am to slow to get it

The clothing rack has literally HUNDREDS of active items to pull from, and limited spots for the restock. It's already been addressed that the restock system is borked, and that's one of the shops at fault; usually you can get a pretty good idea of the supply half of supply/demand by seeing its price in user shops (in this case, a r57 item going for 875k) - it's definitely not stocking as often as its rarity suggests it would.

i have seen its selling for 875k.... thats why i though if i can get it at the clothing rack and maybe sell it i can get alot of sp...
