-What is that special coin type he accepts?

It restocks randomly throughout the day. It's mostly just based on luck whether you go there while there's a restock. Just make sure you don't refresh too much within an hour or you might get kicked out for up to an hour. It takes wizard tokens.

Yeah. Most people refresh once every 30-40 minutes to avoid being kicked out. Good luck catching a restock. :3
