Plot:
After being caught tampering with a list of all of the magical creatures in Tsaran, Prince Ishmael paid for it with his life - killed by two of his father's trusted servants, a witch and her elf lover.
They refused to tell the king why Ishmael had been killed, but they told him that he will realize the truth when he has broken the spirit of many. Blinded by grief the king had them both executed and he tore up the list, the pieces fluttering down onto his son's blood.
That was when he saw two strange symbols appear on his son's wrists - and heard the screams of those with magical blood as the symbols were burned onto their wrists by the dark magic on the torn up list, activated by Ishmael's blood.
Figuring a connection between the strange symbols and the screams, Abram has ordered those with the symbols on their wrists to be arrested for his son's murder.
There are those who received a warning ahead of time and fled, leaving behind all they own but the clothes on their backs. There are those who join the Resistance, but some pray for sanctuary in a kind stranger's home and soon learn to never fully trust a kind face or a helpful ghost...
... and there are those who were arrested before they could flee, torn from their homes and families and tossed into cells, accused of a crime they have no idea about. Many protest their innocence as they're brutally tortured, but many tell a truth filled with lies to escape the suffering. The only way to be free is through death, either by the hangman's noose or in some other manner. Their ghosts either help or hurt the Hunted ones.
A Resistance, made entirely of the Hunted Ones, has formed amidst this, plotting meticulously to free the imprisoned ones and kill the king - but will they succeed? Or will their plot be discovered before it is acted out?

Escape for the prisoners is completely overrated. The only way to truly escape is through death - using magic to get free or kill yourself is impossible, because the magic in the cells represses the magic of the Imprisoned.
There are people and ghosts willing to betray the hunted - not everything (or everyone) is what they seem to be.
Resistance members occasionally conduct raids and try to free the Imprisoned. They risk being killed or arrested by the guards, but sometimes these raids are successful, even if only a small handful of Imprisoned are freed.
