So I was just thinking about remaking the banner of my shop (http://subeta.net/ushop.php?shopid=211819) now that Maleria and Mori have both been made over, and it occurred to me that um maybe we aren't supposed to be messing with site art? >.> I looked around but couldn't find any official policies on use of official site art. Are there any? I'm happy to take down my banner if it's an issue, I just want to make sure I haven't been accidentally violating policy.

I don't think its a problem as long as you don't make significant changes to it. Whenever I've used Subeta art in my profiles, or whatever, the only change I've ever made has been to replace the white background with a transparent background. I've seen people use subeta art in shops/galleries, user/pet profiles, and ad banners.

If you plan to use any of it offsite, different rules apply of course.

If you want to be absolutely sure, I recommend submitting a ticket. Staff are the ones who enforce the rules, not us users, so any time you're concerned about rules its usually best to go to the source.
