Of you check the news, you'll find the event started on the 17th. You'd have to buy a VIP ticket from another user

You aren't missing much outside of an achievement, most users that have VIP can grab you anything you want for whateve it cost in the tent.

It was strange, to get a ticket it was 250 csc and you had to catch a restock of them. You got a small group of items along with the ticket and exclusive access to the VIP tent which has a new daily item.
