Is this retired? What do I need to do to have it?

It's retired. It's from an old event. Last year's Masq, I think. There was a time travel plot.

That was part of the Masquerade: Ziara History event and is retired, even if it doesn't say so.

Yeah it is. But once the system is working right, those achievements shouldn't show up under the "newest" tab anymore. I actually wouldn't like to see all those achievements get a retired tab, but maybe they could make a separate section with old events and the legacy ones.

I think the better would be making a tab on the top menu, where you see All, Earned and Working On. A Retired and a Obtainable tabs would be great there
