I can't find it in the shops or trades. Where else can I go to find this item?

That item, if I'm correct, came from the February 2011 Collection, which there are still 2 of in user shops.

- When I searched for it in the shops I didn't see it. Am I not doing something right?

Search for February 2011 Collection in shop search. You can buy the collection, open it, and pick the item you want from it. =)
