2. I assume everything has to be done by that time, including registration and costumes. The news does say that after that time the entries will be judged, so if they aren't ready, they can't be judged.

1. Right now the part of the system that saves the costumes is broken. But I would assume that you have to use items you own because its your HA that gets loaded into the area where your band HAs can be moved around. There are no options to enter a URL or anything to get images. Also, every other Subeta costume contest has been exclusively items you own.
