It is located on the Omen Islands, but unless you have completed the Uncharted Land Map you can't get there

It's in the Omen Islands, at Port Plunder, and to access the Island I believe you have to complete the Uncharted Land Map (9 pieces total). Pretty sure you wouldn't be able to get to the Inn without island access, but just to cover all bases, here's a cheeky link.
