I have looked, but I can only find it once in the trades. Where else can I get it? Also thats the same with Blonde Memory Manipulator Locks, where can I find that?

They're custom items. You'll have to either find who made them and see if they made another batch or find someone who's selling. c:

Both of those items are custom wearables that are currently "retired" which means that the artist is no longer making them anymore. Sadly that means that the only place to get them is from other users selling them (through trades). I can't say about the Blonde Memory Manipulator Locks, but I Know that the Shy Locks by are pretty sought after and are going for upwards of 1-2k CSC.
