How does one go about finding CWs that are on one's WL? Nearly all of them bear the caption "There are none of that item in the shops!". Since I have no idea even who the artist is, how should I go about finding the CWs I want in order to purchase them?

You should head to the R200 section of Advertising and make a thread there, or search around people's selling threads to see if they have any of your wishes c: If you join the ping group buysellcw, you can ping them every 3 days (but their ping is one of the broken ones right now).

[edit] Just a note, I took a peek at your WL and the Soft Pink + Mint Skirt Fabric are very hard to find, and expensive (slot price was something like 2k). I think the Butterfly Frocks, Keepsake Locks and Tea Kettle Strands may have been private, as well :x

Well that wouldn't necessarily help. Some items are private releases to friends and certain groups (see my edit on my last post), and sometimes the item will be sold out and there's nothing even the creator can really do about that. Arvee sometimes lists the person who released a CW, if you look up the item on there. Then you could at least look for some more information about it c:
